This working paper examines the limitations of international and national law to address displacement and dispossession from land grabs within the case study of Mozambique. The main question that I seek to answer is: What limits international and national law in addressing displacement and dispossession due to land grabs in Mozambique? I will argue that the limits of law to address displacement and dispossession are not due to a lack of institutionalising international good governance norms...

This report provides a brief examination of how and where gender analysis is incorporated into Political Economy Analysis (PEA). An initial review of the literature indicates that gender is not systematically included in PEA. This was also conveyed by a number of experts consulted for this report, who stated that few if any PEAs to their knowledge had included a gender analysis, with the issue usually treated only in passing. The report nevertheless highlights the existing examples of...

This case study has been produced in response to a request made to the Evidence on Demand Helpdesk. The objective of the request was to provide a detailed case study on the evolution of land policy in Mozambique and provide the reader with insights into what is viewed as one of Africa’s most progressive land laws, recognising multiple forms of tenure. Mozambique has experienced accelerated rates of growth over the past decade, averaging 7.2% per year, with projected growth rates of over 8%....

Since independence in 1975, development in Mozambique has been guided by a sequence of Five Year Plans, (Planos Quinquenais de Desenvolvimento). In 2002 the Government of Mozambique (GOM) initiated a series of reforms in all development sectors, aiming to start a process of decentralisation and bringing management closer to the lower levels of state organisation (Provinces and Districts). For the Municipalities, a devolution model was chosen that is currently in the process of being rolled...

The way in which informal land transactions occur and the extent to which they result in tenure security and asset creation in these informal settlements is not well understood. For this reason this study comprises research into two informal settlements (namely Matundo and Mateus Sansão Muthemba [Sansão Muthemba]) in Tete, Mozambique, so as to understand how the poor access, hold and trade land. This research forms part of a larger research programme being undertaken by Urban LandMark...

It is widely recognised that social exclusion produces deep and long-term damage to the living conditions, social and economic participation, emotional life, and health status of young people. It also contributes to the intergenerational transmission of poverty. In turn, insecurity in living standards, political and social isolation, feelings of estrangement and unhealthy lifestyles aggravate pre-existing conditions of social exclusion. This results in a vicious circle where socially...

Brazil’s agricultural cooperation in Africa is shifting from small localised projects to more structured ventures capable of having larger and more durable impacts on African rural development. Nonetheless, it still suffers from in adequate coordination between relevant ministries and other governmental bodies. However, the coexistence of two agricultural development paradigms in Brazil’s cooperation should not be seen as incoherent. Rather, it is a direct reflection of the twotiered...

This chapter, therefore, explores the role of agriculture in Brazilian develop ment assistance programmes and direct investment in Africa, focusing on the potential tensions between biofuel feedstock and food production. After a brief overview of the history of Brazil’s own agricultural development and the country’s relations with Africa, the chapter delves into an examination of Brazilian engagement in the conjoined agricultural and energy sectors of Mozambique, a country that possesses...

A propitiously timed household survey carried out in Mozambique over the period 2008-09 permits us to evaluate the short-to-medium run relationship between sudden shocks to food prices and child nutrition status. We link local price inflation with child malnutrition status. We find that the prevalence of underweight amongst children rises in response to a higher inflation rate for basic food products. Stunting and wasting malnutrition measures are mostly insensitive to the inflation rate....
