This report provides a comprehensive analysis of poverty and well-being, including temporal trends, in Mozambique. Without much preparation, Indonesia, in 2000, at a stroke replaced the previous system of centralized government and development planning with a wide range of decentralization programs. The reforms gave greater authority, political power, and financial resources directly to regencies and municipalities, bypassing the provinces. The powers transferred include those of executing a wide range of responsibilities in the areas of health, primary and middle-level education, public works,...

This paper analyses inclusive land governance in Mozambique. It focuses on the country’s legal framework and the DUAT, the right to use and benefit from the land. The DUAT is a distinctive element of the Mozambican legislation that has land as the property of the state but recognises land use rights for occupants and users on the basis of a unitary system of tenure. The challenges of putting in practice what is thought to be one of Africa’s most progressive legal frameworks are discussed....

As officials count the rising cost of the hidden debts, President Nyusi faces awkward questions from investors and donors. As Mozambique's mountain of dubious debts tops US$2 billion, there are growing calls for a forensic audit and an international police probe into the officials and entities involved in this massive fraud. The deals and loans arranged under President Armando Guebuza, and largely kept secret under his successor Filipe Nyusi, mean that Mozambicans now face the prospect of...

This paper draws attention to the value of a network approach for understanding cooperation in international development networks. The approach emphasises the impact of social interaction, and the values, ideas, and behaviours of individuals on the achievement of development goals. Social network analysis is used to analyse the social structure and dynamics of interaction in an aid-funded development network organisation that aimed to develop optometry capacity in Mozambique. The analysis...

This paper reviews competing theories about the causes of informality in developing countries and uses new data to determine which theory best explains the persistence and scale of Indonesia’s informal sector. Using nationally representative survey data on micro, small, and medium-sized firms, we find that most of Indonesia’s informal firms are very small, micro firms, with less than five employees. These firms pay low wages, are relatively unproductive when compared to large firms, are...

Em 1977, o Comité Central da Frelimo realizou o 3° congresso que marcou oficialmente a passagem ao partido Marxista-leninista e de «Vanguarda». A partir de 1980, o campo político Moçambicano foi...
