Successful export sectors in manufacturing and agribusiness are important drivers of structural transformation in Sub-Sahara African countries. Backed by industrial policies and active state involvement, a small number of successful productive export sectors has emerged in Sub-Saharan Africa. This thesis asks the question: How do politics shape the promotion of export-driven industrialisation and firm-level upgrading in Sub-Saharan Africa? It exemplifies this question with an in-depth,...

In this paper, we discuss and assess the input subsidy programmes in Mozambique, as part of the larger agriculture policy landscape, the impact this has had on the agricultural sector in Mozambique, and particularly on smallholder farmers. Input subsidy programmes in Mozambique are fragmented and operate more along the lines of projects and pilots. Therefore, this paper selects a few key projects to explore approaches being taken by the Mozambican government, along with international donors,...

Key Recommendations: 1. Gender and other general policies in the agricultural sector should be revised to reflect clear priorities for lowering post-harvest losses (PHL). 2. Crop scientists should be trained and crop-specific PHM research infrastructure should be developed so that PHM can be included as a research component for all crops. 3. Academic and research units should be located in the field, close to the farmers, so that researchers and/or university students are closer to the...

Contract farming is a sales arrangement between a farmer and a firm, agreed before production begins, which provides the farmer with resources or services. Many governments and donors promote contract farming as part of agricultural development policies. However, there is serious concern whether smaller farmers can benefit from these arrangements. This paper presents the results of a systematic review that analysed the evidence in the literature on income effects for smallholders. The review...

Over the last decade, Mozambique has been one of the fastest-growing African economies, enjoying average economic growth of about 8% between 2004 and 2015. It received strong support from the international community during the period (for example, in 2014 it received US$2 billion in official development assistance). In parallel, the country has embarked on major reforms — especially fiscal reforms and tax administration — and has opened up to foreign investment, particularly for the exploitation of its natural resources.

The political economy of agricultural growth corridors: some first thoughts: • Neither state-driven ‘high modernism’ (Scott) nor enclave capitalism (Ferguson), but context-specific hybrid dynamic. • Endogenous capital and dynamics of accumulation crucial: diverting, upsetting , recasting grand plans and investments. • Contested visions of ‘development’ and ‘progress’ being played out, challenging and reconfiguring authority, with tensions and contradictions among elite alliances. • The...

This report uses a political economy analysis to shed light on some of the paradoxes that characterise Mozambique mid 2017: Entrenched poverty, the resuscitated armed conflict/war, the trust crisis between the Mozambican (Frelimo) government and its development partners, the spiralling debt and the party-state.

In this study, we set out to examine three interrelated questions: To what extent has Brazilian cooperation in the agriculture sector contributed to agrarian transformation in Mozambique? How has Mozambican civil society, and in particular the União Nacional dos Camponeses (UNAC, National Peasants’ Union), responded to the prospect of Brazilian agribusiness investments in the Nacala Corridor? And what effects has BrazilianMozambican agricultural development cooperation had on the existing...

This paper analyses inclusive land governance in Mozambique. It focuses on the country’s legal framework and the DUAT, the right to use and benefit from the land. The DUAT is a distinctive element of the Mozambican legislation that has land as the property of the state but recognises land use rights for occupants and users on the basis of a unitary system of tenure. The challenges of putting in practice what is thought to be one of Africa’s most progressive legal frameworks are discussed....

More concretely, the “Reality Checks in...
